Foulois, Benjamin D. (Major General) (Old aviation man). Washington. Major General Benjamin D. Foulois who qualified as an Army pilot in 1909, receives a special Medal of recognition today from Cyrus Vance, Deputy Secretary of Defense, for his more than 50 years of dedication and service to the development of aviation. Foulois who retired in 1935, commanded the First Aero Squadron during the expedition into Mexico in 1915 and 1916, and was chief of the Air Services of American Expeditionary Forces in France in World War I.
