In 1921, Li joined the Chinese Communist Party and the Chinese revolution. He led and participated in the famous Anyuan strike and the May 30th Movement. After the Great Revolution failed, he joined the Nanchang Uprising and persisted in the Party-led revolutionary struggle. After the founding of New China in 1949, he was once vice-chairman of the All-China Federation of Trade Unions, a member of the Central People's Government Council, Minister of Labor and Secretary of Secretariat of North China Bureau of the Communist Party of China. Also he presided over the institution of the Law of the People's Republic of China on Trade Unions and dozens of other laws and regulations and contributed his energy to the Chinese revolution and construction.
