W. Bush Presidential Dollar. The Presidential $1 Coin Program is part of an Act of Congress, enacted December 22, 2005, which directed the United States Mint to produce $1 coins with engravings of relief portraits of U.S. Presidents on the obverse. In 2007, the U.S. Mint introduced the new Presidential Dollar Coin Series, an extensive collection that celebrates each non-living U.S. President on a unique golden Dollar coin. The Presidential $1 Coin Act (Public Law 109-145) sought to revitalize the design of United States coins and return circulating coinage to its position as an object of aesthetic beauty in its own right. Accordingly, the Presidential $1 Coins feature larger, more dramatic artwork, as well as edge-incused inscriptions of the year of minting or issuance, E PLURIBUS UNUM and the mint mark. The program was to issue coins featuring each of four presidents per year on the obverse, issuing one for three months before moving on to the next president in chronological order by term in office. To be eligible, a President must have been deceased for at least two years prior to the time of minting. At the completion of the program, Jimmy Carter, George H. W. Bush, Bill Clinton, George W. Bush, Barack Obama, and Donald Trump were all still alive and not eligible to appear on a coin. The first coin released, the George Washington Presidential Dollar, was issued on February 15, 2007, in honor of Presidents' Day. For the first time since 1933, the edges of the coins were lettered, bearing the date, the mintmark and the inscriptions "In God We Trust" and "E Pluribus Unum." Because the edge lettering is applied in a separate process after the coins are struck some coins were released with the edge-lettering. These became known as Godless Dollars. Many people believed this was a conspiracy to remove “In God We Trust” from the Nation’s coin. In fact it was a fairly common error and an estimated 50,000 to 300,000 coins were released and the current value of these coins is about $40 to $60. Because there was so much confusion as to where the motto “In God We Trust” appeared on the coins, in 2009, the Mint moved the motto from the edge to the obverse of the coin. Obverse inscriptions now read In God We Trust, the name of the President, what number he was and the years he served. The incused edge inscriptions were the year, E PLURIBUS UNUM and the mint mark ("P", "D," or "S".) On March 7, 2007, the U.S. Mint issued the following statement: The United States Mint has struck more than 300 million George Washington Presidential $1 Coins. We have recently learned that an unspecified quantity of these coins inadvertently left the United States Mint at Philadelphia without edge-lettering on them. It is unknown how many of these coins without inscriptions on the edge have been placed into circulation. The United States Mint understands the importance of the inscriptions “In God We Trust” and “E Pluribus Unum,” as well as the mint mark and year on U.S. coinage. We take this matter seriously. We also consider quality control a high priority. The agency is looking into the matter to determine a possible cause in the manufacturing process. Production of the Presidential $1 Coin, with its unique edge-lettering, is a new, complex, high volume manufacturing system, and the United States Mint is determined to make technical adjustments to perfect the process. In 2011, the U.S. Treasury issued a report that at the end of the most recent fiscal year, the Federal Reserve Banks held nearly 1.4 billion surplus dollar coins in their vaults – enough to meet current levels of circulating demand for more than a decade. Based on current trends, the Federal Reserve estimates that its surplus inventory of $1 coins will grow to 2 billion by the end of the program in 2016. And they announced that to “cut taxpayer costs … the United States Mint is suspending the production of new Presidential $1 Coins for circulation.” Therefore, Presidential Dollars issued from 2012 to 2020 were struck only for collectors and not released into circulation.
