Previously an independent nation, Texas was annexed the U.S. onDecember 29, 1845. It became the 28th and by far. the largest statein the Union up to that time. Texas did not achieve statehood easily. They first voted tojoin the union in September 1836. But Congress delayed action both because Texas would be a slave state and becauseEngland and France opposed the plan. The first Senate vote on the annexationtreaty was taken in 1844 and was defeated. United States Federal leaders realized that the TexasRepublic was floundering. Rather than face the consequences of an economiccollapse, they urged a second vote on annexation in 1845. This time, the billwas approved, and Texas was annexed by a joint resolution of Congress. Underthe plan, the state kept its public lands and assumed responsibility for itspublic debts. The annexation of Texas was a major cause of theMexican War in 1846, which severely restrained the expansion of the Texaseconomy. Development of the region was further hampered by the Civil War andReconstruction. Thus, the Texas economy did not flourish until the late 1800s.It began with the growth of the cattle industry and took on added impetus withthe discovery of oil at Spindletop in 1901
