Born in Odessa, Russia, Frankel lived in Paris and Israel and studied in Paris at the famous L'Ecole de Paris. He is known for founding an art cooperative and gallery in Israel and in 1956 was the only Israeli Artist listed in the Encyclopedia of Painters in the World. His works were exhibited throughout the world in galleries and Museums and he was the recipient of many awards. In 1979 he had a one man show in Paris inaugurated by the President of the French Senate. He painted in Israel, France, South Africa, the Frenkel Frenel Museum opened in Israel. Frenkel won the Dizengoff prize for painting four times, was the First Israel artist represented in the Venice Biennales, won an award by the Beaux-Arts Commission, an Honour Certificate at the 1948 Venice Biennale, 1972 Grand Prix de Praques, Grand Prix de Noel, Grand Prix de Deauville, Grand Prix de la Cote d'Azur in France Finale and His works were frequently on the cover of" Jewish Affairs".
